‘$1.2 Billion Missing?’: North Carolina Congresswoman Confronts Homeland Security Secretary Over Hurricane Helene Aid Delays

WASHINGTON — In a sharp exchange that quickly went viral, Representative Deborah Ross, Democrat of North Carolina, pressed Homeland Security Secretary Kristi Noem on Wednesday over what she described as unacceptable delays in federal disaster recovery funding for communities still reeling from Hurricane Helene nearly 18 months after the storm.

The confrontation, captured during a House Judiciary Committee hearing and widely shared on social media, highlighted ongoing frustrations in western North Carolina, where families have endured two winters in damaged or unlivable homes, and cash-strapped rural counties have fronted millions in recovery costs with the expectation of swift federal reimbursement.

“Hurricane Helene tore through western North Carolina almost a year and a half ago, killing more than a hundred people and causing more than $60 billion of damage,” Ms. Ross said, citing the bipartisan disaster supplemental package Congress passed two months later that included $29 billion for the FEMA Disaster Relief Fund. “Countless North Carolinians have spent two winters paying mortgages and taxes on homes that are unlivable.”

She accused the department of creating a bottleneck through a new policy requiring Secretary Noem’s personal sign-off on any expenditure over $100,000, which she said had delayed reimbursement for hundreds of millions — and in some estimates, contributed to broader stalls involving more than $1.2 billion in pending aid requests for individual and public assistance programs across the state.

Bipartisan Pressure and a Sudden Release

Ms. Ross was not alone in her criticism. She noted that Senator Thom Tillis, a Republican from North Carolina, had “lambasted” Secretary Noem the previous day in a separate hearing. Shortly afterward, roughly $80 million in funds was released — a timing the congresswoman called suspiciously convenient.

“We shouldn’t have to have a U.S. senator or a representative come to you directly to get you to do your job,” Ms. Ross said, her voice rising as she repeatedly reclaimed her time. She rejected Secretary Noem’s defense that North Carolina had received “billions more” in relief than under the previous administration, pointing out that the additional money stemmed from congressional appropriations, not administrative initiative.

Secretary Noem countered that every project had been obligated and that the state manages distribution to counties. She argued the Biden administration had failed the region. Ms. Ross shot back, accusing the current leadership of turning a “blind eye” while prioritizing other operations, including immigration enforcement that she said was harming the state’s economy and even affecting U.S. citizens.

The lawmaker went further, suggesting Secretary Noem should “resign or be impeached.”

Luxury Jets vs. Struggling Counties

The exchange grew more pointed when Ms. Ross contrasted the delays with the department’s spending on luxury aircraft. She noted the approval of two Gulfstream jets costing approximately $170 million for official travel, along with reports of a Boeing 737 being outfitted for similar use.

“You had time to sign off on the purchase of two luxury private Gulfstream jets for your personal travel, $170 million,” Ms. Ross said. “Evidently, you were satisfied that there was no fraud, waste, and abuse involved in the jets. But meanwhile, could you tell me whether you found any fraud, waste, or abuse in these North Carolina expenditures?”

The purchases, which occurred amid earlier government funding strains, have drawn criticism from Democrats who called them tone-deaf during a time of widespread disaster recovery needs. Secretary Noem and DHS officials have defended the acquisitions as necessary replacements for aging aircraft and, in some cases, for operational efficiency in deportation and other missions.

Rural counties in western North Carolina, among the state’s poorest, have been forced to divert funds from schools, emergency services and health care while awaiting reimbursement. Many homeowners continue to pay property taxes and mortgages on properties rendered uninhabitable by flooding, landslides and wind damage.

A Recovery Still in Limbo

Hurricane Helene, which struck in late September 2024, remains one of the deadliest and costliest storms in North Carolina history, with more than 100 deaths in the state alone and total damage estimates exceeding $60 billion. While some federal funds have flowed — surpassing $1 billion in public assistance in prior announcements — significant shortfalls persist. Water and wastewater repair requests alone total about $1.3 billion, with only partial allocation so far.

State and local officials from both parties have described a recovery hampered by bureaucracy, with counties effectively acting as lenders to the federal government. Recent reports indicate billions in approved aid remain stalled or only partially disbursed, even as new funding requests for long-term rebuilding climb into the tens of billions.

Ms. Ross’s heated questioning reflects a broader tension in Washington over disaster response: how to balance rigorous oversight and fraud prevention with the urgent needs of communities facing prolonged suffering. For many in the mountains of North Carolina, the debate is not abstract. It is measured in another winter of uncertainty, strained local budgets and the slow pace of returning to normal.
